Cleveland -- The Ohio Lottery Commission on Aug. 17 approved proposed rules on racetrack slot machines that have drawn criticism from church leaders.

The lottery's overseers gave the green light to let the new video slots operate at horse tracks seven days a week, 24 hours a day, and 18-year-olds would be allowed to play.

The Ohio Council of Churches is promising to fight the plan, saying the rules would make slots alluring to poor urban residents and teens ill-equipped to handle gambling debts.

There's still a public hearing and final vote on the rules scheduled for next month.

The plan to install up to 17,500 slot machines at Ohio's seven race tracks -- including Northfield Park -- was included in the state's $50.5-billion, two-year spending plan.

Keith Gisser, spokesperson for Northfield Park, had said the race track is hoping to have a temporary structure up to house video lottery terminals as early as January. Gisser, however, added the structure may not be ready until June 2010. Las Vegas-based Harrah's Entertainment Inc. has said it is considering the Cleveland area for a casino and has e-mailed a survey to customers for comments on both Northfield Park and Thistledown in North Randall.
